Algorithm 2 · Unified Digital Model

Tender, contract and execution —in one digital model

The Customer issues an MS Project tender template with WBS and resources. Bidders assign resources and durations, producing price, cost curve and cash-flow budget without separating estimate from schedule.

800+ tasks in the model
RUB 276M project budget
0.36% deviation, under control

What the bidder completes at tender

The Customer has already defined the mandatory structure and resource library. The bidder demonstrates that its offer is executable.

  • Resource assignment to each activity
  • Durations and logical dependencies
  • Price, cost curve and cash-flow budget

Why separate Excel files and schedule create risk

Price separated from time

There is no defensible link between the quoted price, the resources and the promised completion date.

Resources are not evidenced

A contractor wins on price and only after funding discovers shortages of labour, equipment and working capital.

Cash flow appears too late

Funding needs become visible only after work begins, when the cash gap is already forming.

The methodology moves executability testing into the tender, before contract signature and advance funding.

The UDM as an integral contract schedule

The winning model is fixed by version, checksum and signed exports. It governs time, resources, cost, cost curve and cash-flow budget throughout the contract.

UDM-TENDER

Tender model— one commercial-offer format. The Customer compares not only total price but also resources, critical path and peak funding requirement.

UDM-CONTRACT

Contract model— baseline, weekly assignments, physical actuals, completion forecast, cost curve and cash-flow budget in one WBS.

Contractual fixation of the model

The contract identifies file name, MS Project version, date, checksum, signed exports and document priority. Changes require a registered request assessing time, cost, resources and cash flow.

How the UDM moves from tender to contract

1

Customer template

WBS, quantities, calendars, resources, coding rules and cash-flow structure.

2

Contractor offer

Resource and duration assignment; price, cost curve and funding calculation.

3

Executability review

Critical path, resource peaks, negative margin and cash gaps are tested before award.

4

Contract baseline

The agreed UDM becomes a contract schedule and the source for weekly plans, actuals and payment control.

Contract model deliverables

Baseline MS Project file

WBS, activities, dependencies, calendars, baseline and current dates.

Resource and metrics library

Crews, equipment, materials, productivity and assignment rules.

Change-control procedure

Who may change baseline, price, resources and cash flow, and how.

Cash-flow budget and cost curve

Periods, budget lines, payees, limits and projected balance by WBS.

Weekly plan and actual entry

The Planning Engineer, employed by the Customer or Technical Customer, issues the plan and confirms physical quantities.

Contract export package

PDF/XLSX, version register, checksum and electronic approval rules.

What changes in contract management

Price, time and resources in one UDM
Bid tested before contract award
Cash flow formed before initial funding
UDM is an integral contract schedule
Customer’s Planning Engineer records physical actuals
Changes follow registered control
Payment linked to WBS and cash flow
Forecast exposes cash gaps early
